The starter rope handle is frozen. Slowly pull out as much rope out of
the starter as possible and release
the starter rope handle. If the engine
does not start, repeat the procedure
or use the electrical starter.
The starter rope is interfering with components. The starter rope should not touch any
cables or hoses.
